DVSA monitoring technology is improving year on year enabling powerful surveillance of the MOT scheme. Building legal cases against the perpetrators of MOT fraud has never been more straightforward. With prosecutions up by 900% in the last three years, whilst the DVSA are keeping Britain’s roads safer, AEDMs are asking what they can do to protect their businesses from fraudulent activity.
Vehicle monitoring technology is rapidly improving. The DVSA are now making use of enhanced digital profiling and automated algorithms. Intelligence-based targeting of anomalous data uploaded to the MTS informs them on where to carry out investigative audits. Vehicle movement tracking technology combined with MOT testing data can proficiently expose fraudulent MOTs where the car has not visited the certifying VTS. Building indisputable legal cases against the perpetrators of MOT fraud has never been easier.
The DVSA entrusts Testers and Authorised Examiners with the vital role of helping to keep Britain’s roads safe. Most of us in the testing community respect this responsibility and do what we can to protect the integrity of the MOT testing scheme. However, there will always be a tiny minority of Testers who are out to make a quick buck, and quick bucks are certainly available from the sale of fraudulent MOT certificates.
As employers, we never want to think bad of our employees. However, as managers, it’s important that we employ due diligence to ensure that our employees act in line with the level of integrity that we expect and require in our business.
In these high-tech times, the best way to protect our business is to stay one step ahead of the DVSA by keeping a close eye on our testing data and investigating any anomalies as a priority. Not only does this keep us fully prepared for the VE, but it also sends a strong message to employees about the effectiveness of our internal monitoring and business management.
During 2021-22 the number of identified fraudulent MOTs hit a record number of 1324. However, the total figure of fraudulent MOTs is estimated to be five times that number, a gap that the DVSA will look to close over the coming years. Of the recorded cases, 710 were the most serious cases relating to dishonesty and negligence. This figure is more than double the number recorded in 2017-18 [Source: https://movingon.blog.gov.uk/2022/05/12/mot-fraud-a-risk-to-road-safety/]. In 2021-22, the Crown Prosecution Service successfully prosecuted twenty cases in the criminal justice system against twenty-four defendants for multiple instances of MOT fraud with some perpetrators facing prison sentences. This represented a 900% increase from 2018-19 [Source: https://movingon.blog.gov.uk/2022/05/12/mot-fraud-a-risk-to-road-safety/]. The DVSA banned 127 Authorised Examiners and 288 MOT testers from the MOT scheme last year alone, including 85 AE’s and 185 testers, for offences relating to the most serious charges of dishonesty and gross negligence.
